FCC Broadband Data Collection
Your BDC filing, built by Bavardio.
Bavardio builds the FCC broadband and voice subscription files from the subscriber data you already have, freezes it at midnight on the as-of date, and checks every row against the FCC's rules before you upload.
Free file checker
Check your BDC file before the FCC does.
The FCC's upload rejects a file for one bad row and rarely says which. This runs the same rules first and names the line, the field and the fix.

Broadband subscription, voice subscription or availability location list
Your file never leaves your computer. The check runs in your browser: nothing is uploaded, sent or stored.
Don't take our word for it: turn off your Wi-Fi, then check your file. It still works.
What it checks
The rules that get files rejected.
- Census tracts are 11-digit 2020 tracts, and a leading zero a spreadsheet dropped is caught.
- Every technology code is one the FCC accepts.
- Speeds over 10 Mbps are whole numbers, and no speed has more than 3 places after the decimal.
- Consumer counts are never more than the total, and no row has zero subscribers.
- No row repeats the speeds of another row in the same tract with the same technology.
- Voice rows say whether they are voice-grade lines or interconnected VoIP.
- Availability rows use Fabric location IDs, the 25/3 reporting tiers, a latency flag and a B, R or X code.
